There is very very little organized racism these days.

I think it needs to be much longer than that. 1 year is very weak compared to someone actually being charged with a hate crime. Your live, livelihood, finances are pretty much turned upside down even if you're acquitted. People who stage fake hate crimes should have the same result with their life absolutely ruined.
