I believe that graph is all government employees (federal, state, local)

Contractors aren't always cheaper, and in the case of specialist, the contractors can be far more expensive since there is a cap on the GS pay scale and the contract employers are hiring at market wages.

There is a strong chance that fed worker in the IC ARE not included. CIA/DIA/NSA at a minimum are not included.

I don't think that graph includes federal contractors in the count. It obviously will also not include companies working on government contracts.

I think the real story here is that our government is so big, nobody knows how many people it employs.

Nations 15th largest workforce.

I'm guessing many here would be surprised to find out the largest employer in their county is by far the county government and the local school government.

Walmart is usually not far behind (in ranking, not in employees).
