"Constituents" = they live in the district. That is all. It does not mean they voted for or support their US Rep and just because they were paid doesn't mean they had to be bussed in form other districts like the attendees at all the Kamala rallies.

I was at a polling place supporting a candidate in 2008 and there was a Democrat protester. She sat down for 15 minutes every hour on the :45. We chatted a bit and she was very open about getting paid to be there and the rules she had to follow.
