Well, for starters, you would have to actually be a racist in order to be a racist. That is, you would have to legitimately believe that a particular race is inferior in some way and conduct yourself in conformity with that belief.

Saying the words "I am a racist" does not make someone a racist, particularly if it's for satire, comedy, shock value, or some similar purpose. It might not be a wise thing to say, but simply speaking or typing the words "I am a racist" does not in itself mean anything.
