Legal matters such as an EO do not abide by common sense. They are based on paying a bunch of people to write a document such as this by committee. It take a partner, some senior lawyers, paralegals and clerical staff to bill some hours on that matter or the govt equivalent. That's at least 200 billable hours in total. At $400/h (private) or $150/h (govt) that should be fine.
