They are running simulations to see if the world is monitoring and how quickly they could do it against foes if war occurred.

These are war exercises they are committing.

And it needs to be taken seriously....because if they are practicing it, then they plan on needing to actually do it at some point.

China is working with Russia to turn up pressure on Europe because they believe they'll back down instead of retaliating. The last cable was cut by a Chinese ship captained by a Russian, iirc.

This is Occam's Razor right here. They are trying out a theoretical. And they know they will not be held accountable for it. People will bend over backwards to ignore reality but in all honesty, I'd do the exact thing if I were in China's shoes.
