With the news that Kamala is already the front-runner in 2028, is this a sneaky way to make her president before trump takes office?

And so they can refer to her as "President Harris" for the next four years and the next presidential campaign?

FUTILE.

Democrats didn't want her in 2020. They had to take her to elect Biden.

They didn't want her in 2024. There is no reason to believe that will change by 2028. In fact, they will probably be very mad at their party if they can't dredge up someone better by then. I sure would be.
