That has been the important question from the beginning. Biden would be in public and shoot his mouth off about something like saying we support Taiwan's indeoendence, then the next morning some minor state department underling would come out and say "oh the president just misspoke, of course we still be in the one china policy and nothing has changed in that relationship". Says who? I know what the guy that was actually elected to run the country just said. Now who is going around behind him and deciding he didn't mean what he just said and telling some state dept flunky to go countermand the statement by the elected president of the country? Who has been doing that for the last four years and under what authority?

Obviously, it was a carefully choreographed process with lots of enablers. I thought it was always understood that it was Ron Klain who was the actual President for the first two years, the only question was just how far up his tookus Obama's hand went. My assumption would be it went up very far.
