Well, I bet she gets treated under one of the privatized plans they have available in the EU.

I remember talking to a German guy on business trip from Frankfurt to USA, who indicated that, any Germans with sufficient funds will purchase a privatized policy in Belgium...their care and facilities are at least a step up from German care...not so much flesh-eating virus out in the hospital wilds.

I would assume the same for Luxembourg...Socialized Medicine in Germany is not good, but probably a step up from Brit version.

She simply will not be on the floor to cause problems. The question is whether she convalesces in California or DC when she returns? I can assure you that the government either Biden or Trump will send a C 17 to Luxembourg to bring her home. And she will have days and days and weeks and weeks of PT. Maybe months. If she is not up to it she will be confined to a wheel chair. I've seen this happen in my family. She is just a little younger than my FIL when it happened to him. He never walked again. But there are some who do so let's hope for the best for her.
