Don't they just have to have a quorum which is a majority of the Senate?

If they needed everyone to be there to vote, then it would be real easy for the opposing party to make sure that a vote doesn't happen.

I may be wrong, but aren't most transition teams concentrated in Washington DC? If the transition work was centered on Washington DC, any Representatives and Senators involved could go their respective chambers to handle their House or Senate business.

Pretty sure confirmation votes on Trump nominees won't happen until the new senate is seated/sworn in (after Jan 6?). And there will be confirmation hearings before any votes happen. I do think a quorum only is needed, not a majority of all seated senators in order for a confirmation.
