You obviously don't know the backstory there. Flynn was already on the radar as being targeted since at least August 2016. He had a consulting company, Flynn Intelligence Group or FIG. His partner was approached by a Dutch company to do some consulting work for them. Proposed contracts were exchanged as to the subject and scope of work, which Flynn turned over to his attorneys for the required disclosure filings to be prepared. Did he need to register under FARA? for instance. His lawyers said FARA did not apply but prepared some other notices for him.
Problem was that Dutch company was a front for the Turkish government. But that was not revealed until after the work was done and the contract ended on its own. By this time, Trump had been elected and Flynn was closing his business, winding it down because he was going to be part of the administration and was actively involved in the transition. (Which we know now, was beingspied upon.)
When the division of DOJ that handles FARA (up until then a civil violation, not criminal) Flynn directed them to his attorneys to resolve it.
To be fair, his attorneys went back and forth and thought they had resolved it but DOJ didn't agree fully.
Then Obama threatened sanctions against Russia (this is still during the transition) which prompted the Flynn's Russian counterpart that he had known for awhile to call Flynn to gauge if Trump would follow suit on the sanctions. At the time, Flynn and his wife had taken a few days away in the Caribbean for a quick vacay before his stint at the WH was to begin. Cell phone reception was bad and Flynn ended up having several different calls exchanged to complete their conversation. Again, Flynn had no idea he was being spied upon. The only thing of substance he said was not to panic and respond to Obama's threats but just wait until Trump was in office and they could talk again after that. Nothing memorable to Flynn.
Comey pounced on it anyway as a pretext to send his goons in (after advising Flynn it was a minor matter with his security clearance and he did not need a lawyer nor WH Counsel present, a big no-no for the FBI) to set the trap. Even the original 302s of the Flynn interview went missing and had to be recreated months later.
It was a complete set up from Day One. To make matters mch worse, Flynn's original counsel, did not send him to another firm even though it was their screw up on the FARA question that started everything and they advised him to plead guilty in large part to cover their own malpractice. When it came out that Flynn's lawyers were being threatened too before the plea agreement is when Sidney Powell stepped in to take over the case.
So now you know. BTW, I just wrote all of that completely from memory, that's how closely I followed that case.
