You are correct! They're still adding fraudulent ballots to Casey's total, then they'll do a recount with the illegal, undated, and late ballots. They just break the law whenever they so choose.

For example, Democrats are violating the Pennsylvania Supreme Court order not to count undated ballots and those from voters unregistered on Election Day.
