My guess is that Scott had the second most votes if the Thune/Cornyn vote was spilt but no one has a majority. The T&C voters shifted their vote to eliminate Scott.

I don't think that's mathematically possible. If Scott was eliminated then he had less votes that either Thune or Cornyn, which means he had, at most, a bit less than 1/3 of the votes.
