He's pretty obviously not serious, but even if he was there's nothing inappropriate about the suggestion, per se.

Any representative can file a proposal for a Constitutional amendment stating "The 22nd Amendment to the United States Constitution is hereby repealed" and then they can talk about whether that's a good idea or not, and vote on it if enough Congress critters think that it is. That is, literally, exactly how the system works.
