Won't happen without a holiday. Lots of people do not use the federal time off to go vote. I gave everyone that I manage a full day off if they went to vote. No questions asked.
Wife was just commenting on this. When she worked for the state, they got time off for voting, but only on voting day not early voting.
I'm just guessing a lot of people are far more likely to cut out of work a few hours early to go vote than to vote in the AM and come to work a few hours late.
