Rabies is a big deal. I get wanting to deal with it. But this was complete overreach.

I agree. The idea that it is ok in a deeply urban environment to house rabies carriers (an otherwise) is insane.
The guy knew the laws. I don't like the method but he was breaking the law in a way that can have terrible outcomes for millions of people if every one did it.
Or is the argument that he was special and should have gotten to break the law while others do not?
