Rain is a positive for Republican election chances per empirical work in the field.

I know this scholar personally, smart guy, and this paper has gotten him in a lot of trouble - but not the kind you would think. He regularly gets cold calls and random people representing dictators from third world countries at his office to assist them with vote suppression.
