They're absolutely politicians. Nominated by the president and when a new president comes on, a lot of them have their careers ended because someone of another political party nominated them initially.

First, I do think we will see some differences. I think the first go around he kept some of the status quo because he was learning on the job. After not only having 4 years in office, but then having the last 4 years to reflect, I think we'll see him do more of what he believes to be correct and even less of the DC way.
Second, I agree with you that part of the reason we've seen this is related to him having a DC outsider style. I think the other part is a large portion of media actively looking to publicize anything that might be seen as a negative for Trump. I recently hear that Biden had a 92% turnover rate for appointed (I assumed cabinent) positions. Yes we don't hear about these people or have media members constantly trying to get dirty laundry aired.
