To be fair, Russia's attempts to control speech on the internet, including Telegram, have been complicated, err, kind of a joke, really.

Ultimately, Russia and Ukraine are (corrupt) totalitarian states and I certainly wouldn't want to be within either, while sharing any kind of disparaging information about them, no matter the encryption/platform. The Russians comments on this arrest probably reflect just their continued efforts to show 'the west's' hypocrisy about freedom/free speech etc.
