Certainly not in proper English, no.

Frankly, I am not sure she can give a public address sober, either at this point. Some officials (Winston Churchill, JFK etc.) can thrive on drunk/high public speaking, but I am pretty damn sure she's not in that class.

The good news for her is that she will never be held to that standard. We had a president for four years who couldn't go to the toilet unsupervised, who went to bed at four, who had to be shot up with drugs to make public appearances, who vacationed about 4 days a week, who couldn't figure out how to get off stages by himself, and not a single democrat or democrat propaganda wing even mentioned it, much less questioned it.
