Zelensky is largely a State Department/CIA puppet. The biggest irony (to me) is that this was ordered to hamstring the AfD/German economy, yes, and the censorship/information space there has kept the German public largely in line over the Ukraine proxy war anyway.

Why not? They do a lot of work on things like offshore oil rigs and other deep sea work. I don't think it would take long to teach them how to attach the explosives for remote detonation.
