I think she knows she's not smart and it's a way to try to cover her ineptness when she speaks nonsense.

Like how Joe ends his incoherent rambling with "anyway..." She cackles instead.

Other common nervous ticks are coughing, snapping fingers and shuffling feet.

On top of that, studies have shown it also is a tell that you don't believe what you're saying

A lot of it is nervous laughter.

Even she knows she is not the sharpest tool in the shed.

It's a tell. Everyone has something they do when they're uncomfortable or out of their area. It's worse for her because she's... I don't want to say she's unintelligent. I think she has intelligence, but I don't think it's "practical" intelligence. She doesn't think quickly on her feet which leads to her inability to back up her basic thoughts.

So the word salads and the nervous laughter are her mechanism to fill what would otherwise be long drawn out uncomfortable silences.

good answers from all

but if WE SEE THIS- why doesn't she and her team see this?

my point being obviously we all despise her- but wouldn't her team want to get rid of this so "normal" people would want to vote for her?

how hard is it to just practice "don't laugh!" when I speak?

Watch her - she also nods her head, to encourage agreement, whenever she makes a statement where she is out of her arena - which is often. It's very annoying once you notice it!

They don't see it as a problem because in their world, any answer is a great answer. Why rely on facts and truth when the listener is ok with bull*****

Word salad +
over the top hand gestures +
undeserved condescension/arrogance +
disingenuous artificial personality +
cackling/laughing at things that aren't funny =

Adds up to a woman who knows she is way out over her skis not only as a former Senator but also as VP and presidential candidate. She knows it and is very insecure about it hence all of these things that are classic signs of someone who is the living embodiment of the Peter Principle.

That's possible.

All I know is that Hillary did the same thing and it was just as annoying then as it is now with Kamala.

I try never to listen to Obama or Biden or Harris over the last 20 years because it's like fingernails on a chalkboard

but this sounds literally insane. she starts laughing BEFORE anyone claps, then asks them to clap, then laughs again.

but she isn't making a joke- she is talking about economic policy

if only in the United States there were late night comedians who would make fun of politicians doing strange things!

I'm sorry, did you just ask if the team that covered up Biden's incompetence, then his dementia, who thought Obama was the 2nd Coming, who covered up Clinton's having sex with an intern in the Oval Office, who covered up LBJ's racism and crooked deals, who covered up JFK's sex parties in the White House....

Did you just ask if THAT team is willfully blind over Cackles?

My guess would be a lot harder than you'd think. There's a reason people (detectives, FBI agents, psychologists) can "read" people. It's why it's so easy to tell when someone is lying for example, if you know what to look for. These things are nearly involuntary.

I think the head movement that accompanies the laughter also masks the loss of eye contact with the target, be it an interviewer, the camera, or the audience. Failure to maintain eye contact when lying or even stretching the truth is one of the biggest subconscious tells. Only the absolute best liars can look someone in the eye while they lie to them.

I remember when i was a kid, I picked up the phrase, "You know what I mean?" I think i got it from the Earnest movies. Anyway it worked it's way into nearly everything I said and I started closing nearly every statement with it. Obviously it was growing extremely annoying to those around me and my parents. I recall for a good while my mother really getting onto me about it. Thing was, I didn't even realize I was doing it. It took a very conscious effort on my part to cut that phrase out of ordinary conversation.

I think she's just an unlikable character and not very interesting. She doesn't have much original thought so the cackling and the repeating of words are defense mechanisms to give her self some more time to think of what to say.

They see it. Why do you think they're not letting her do a press conference?

She's not stupid. She's just not as intelligent as most of her political peers, and she has to fake it as best she can, and it leads to word salads and weird moments with crazy laughing. She's always pretending to be something she isn't.

She failed the Cali bar that is passed 54% of the time by first time takers. That makes her a below average capable legal mind. She is the equivalent of a traffic ticket or basic real estate transaction lawyer, not a big case trial lawyer or federal judge law clerk. Not dumb, just also not exceptional. She it in way over her head but at her level, with the right cabal backing her and actually calling the shots, mostly she just has to read the script or prompter and play the figurehead role.

I'd say her IQ is 3 digits. Problem is not much more. When most of her political peers are 120's-140's, she is terribly overmatched and overwhelmed.

Pretty much what I was thinking as I read through the posts. She is uncomfortable when talking and to cover for that she talks and talks, circular speaking, saying little or nothing of consequence, but talking, generally about things she knows little about. So she rambles, and the cackling, overuse of the word "right", the repetition in her words, and the nodding of the head all fill time between the words.

This. She's an average person that's been sent up the ladder not based on her merit and now she's faced with having to fake her way into being something she's not.

She definitely not stupid, at least not in the sense that she has a low IQ. She's just vapid and vacuous. We all knew people like that in college. Reasonably intelligent people who can retain knowledge and do well academically, but are just completely void of anything that makes them interesting or intellectually stimulating at all.
