Whoever replaces Joe was not elected. Just like whoever has been running the country was not elected in 2020.
The nomination process (primaries) are internal democrat policies not elections in the sense of elections for a public position. They (the party) can run things however they want to and people can either get on board or not vote dem. It's basically a club.
They have no obligation to do anything, other than their own internal rules, which they can change at their whim.
