I don't care how sloped the roof was. They had an obligation to make sure that no one was on that roof that could pose a threat. They had snipers looking at that roof. They completely failed. No excuses on something like this. This is pass or fail, no partial credit. They failed and due to the severity of it, the director should either resign or be fired.
