It's being set by the re-election campaign. The two primary goals of our current foreign policy are to:

1. Make sure Joe remains the Dem. nominee, and

2. Make sure they win Michigan in November.

The consequences to the country and our allies are irrelevant.

The US government's foreign policy under an Obama led administration is based on pay-for-play (aka quid pro quo). In other words, the US government is for sale with all reasonable offers considered.

The Democrats and the media knew that Trumps routine dunks during his tenure were unassailable compared to Bidens shady dealings in Ukraine and with China.

The Obama apology tour and OBiden cash hand outs were examples of the "grievance rectification": basically saying America and the West were wrong if they ever acted against a foreign nation and offering carrots with the thought that grateful and developing nations will all grow into peaceful partners.

Greed in places like Ukraine where the politicians see a just cause they can profit off of in the short term and take a forever war approach to postpone the inevitable.
