As I recall, it had bipartisan support and opposition. The opposition was the Midwest and some western states that had big wide open spaces and a number of Dems at that time and the strongest support was in the Northeast which had a number of Republican senators and house members.

The law was enacted in early '74, three years before Carter was inaugurated. There was a permanent provision that Ford signed in early '75.
And Obama was the worst, beating Carter out, so I agree with your sentiment. But let's keep the facts straight.
