I am not sure why there is no acknowledgment of who they are, that the family's are being supported and to let the families know the America does not leave anyone behind……….oh wait…….never mind.

Dual citizenship has been recognized for a long time as legitimate. As long as the person met conditions for American citizenship and did nothing to renounce it or meet the very specific conditions required to forfeit it, then they remain citizens. If the other nation of citizenship doesn't impose obligations that would contradict the requirements of American citizenship, then they remain American citizens.
