I like the "they can walk" idea except that the people being "sent" are actually volunteering to take a ride to go somewhere that they want to go anyway. Not sure if they will sign up for more walking as long as Texas is housing and feeding them.

That's a good idea. Texas and Florida could form a partnership with a Chinese sounding name and purchase a vacant lot somewhere near downtown Chicago and do this. Prior to keeping the bus loads running, the city council will probably give them a tax abatement on the name alone.
