It's a repurposed prop from his Texas factory launch that was cyberpunk rodeo themed. It's also a troll to his detractors as being the black hat character (I.e. bad guy).

Watching yankees try to say he's wearing his hat backwards and making fun of him for it while being wrong was also pretty funny. Though he does look like a doofus.
