His parents tried everything, even risking their own home when he asked to live there after his second divorce (in a small single wide trailer) to get him help. He kept going back to drugs, using and dealing. The last time he was arrested (of many many times) he agreed to turn state's evidence. He was murdered in jail the day before he was to testify.
But the government came after his parents anyway and was trying to take their home away...because part of his "deal" was to let his parents off of the hook. He took full responsibility and wanted them to be okay and out of it. When he was murdered, DOJ declared that deal was no more and went after them.

Did Joe or Jill have access or get any of the money? Again, if no, this means nothing. If yes, throw them in jail.
The standard in FCPA is that a benefit paid to a close/immediate family member can very well be considered as a benefit to the individual themselves. It is not legally necessary for money to go directly to Joe if the benefit for Joe's consideration was that the money went to Hunter instead.
