This looks plausible, but there seems to be a lot of objection.
I have always thought that red hair developed from the need to get out and gather food during the autumn (prepare for winter) when the trees had red/orange leaves.
Oh, and blonde hair matches very nicely with the color of prairie grass in the autumn.
But the closer to the equator one goes, the more dark skin helps to protect from the sun.
