Of course it does, but it also has to eventually release certain information though it takes time.

I am well experienced in this, have a government agency that is withholding information from me now.

But sometimes putting the FOIA out there and letting them deny adds the correct pressure and sows the correct seeds of doubt about what Joe's story may be on the email aliases.

Naive I am not.
