They are not scared.

People have done absolutely nothing to scare them. If anything people have emboldened the politicians to go further because the people are quiet about their disapproval and still vote for the same types each election.

That fence isn't blocking any access whatsoever. It's been up for weeks. It does heard you off the grass. You can walk right up to the building. Source: Me walking across the Capitol grounds 3 weeks ago.

Powerful decisions can be made in buildings. But buildings, in of themselves, are not power -- there are merely symbolic.

The power lies in the willingness of the police, at various levels, to carry out decisions made by elected leaders AND getting those who control the most important resources to buy in to the social contract.

Since the Dems are against fences except to keep the 'folks' away from them, got me to thinkin.

I wonder when they will decide to put the fences up to keep us in? That's usually the way it works right?

Well I haven't been to the Capitol today, but the fence was up when I went. Also, if you watch the video, you can see fence gaps at the sidewalks, the same way there were gaps when I was there, and there are people walking beyond the fenced areas.
