We could abolish the states and call all supporting areas "Districts".... And then rank them by loyalty and value to DC applying resources back the districts by that ranking. Since it would be hard to name these districts with all the politics involved, we should just call them "District 1", etc. thru 13.

This, the state needs to be the taxing entity and they can give money to the Feds, this is so much hog wash these days, the states need to rebel against these arm twisting measures by low IQ Joe. The farther the government is away from the actual issues they more they collect and the more likely things will be F ed up .. states can handle issues better, just like the TCEQ managing the states environment issues, the EPA does very little while the state implements programs ..

It's the same thing that Congress did to coerce the states into raising the drinking age to 21, but for a much worse cause.

They slapped Obama's when he tried to withhold medicaid funding to force states to create obamacare exchanges. That funding was in no way related to obamacare, and the judges slapped it down.

They also slapped Trump's hand regarding funding police departments that were not enforcing immigration law. That was a bit different because the funding for police was directly in exchange for states enforcing immigration law.
