Most of us who came to work that visibly hammered would be out of work before the hangover started.

I don't care what party affiliation he has or what his position is. You cannot make sound decisions and lead this State when you are so smoked you can't talk. He should be removed from any positions of leadership and sent home to face his constituents.

I'm sure he will make up some statement that he took too much medication and it adversely affected him blah blah blah.

Michael Berry was discussing this today. He said it's not a stroke, Phelan is this drunk almost every day.

This. I have been around really really drunk people too many times to count. I have been really really drunk myself. This is like nothing I have ever seen and seems more inline with a couple news anchor strokes or similar brain events I have witnessed online over the years.

My first thought when I saw that they all get drunk during the session was, how was that legal?

Then I remembered, they are the ones that make the laws.

Not at all. I've worked in the House and Senate and it is a diverse group. Some are money people, some are ordinary folks who just got elected and try to squeeze by on a regular salary with a job that lets them take off 6 months every 2 years. It's damn hard to do that on an ordinary salary. They get paid per diem during session, but most of them lose money, plus they have to rent an apartment in Austin for the session. Outside of session they make under $10K a year.

Because of this, a lot of them have to make really good money in the 3/4 of the 2 year cycle to pay for making nothing in the 1/4 that they're in session. So you get a lot of lawyers and doctors. Another thing helping lawyers is that in a lot of cases, if the attorney on the case is a legislator, the judge will push back trial until after session. So right before session, a lot of these legislators are hired as "consulting attorneys" so that the lawyers hiring them will be able to take advantage of that loophole and delay their case.

Most of the people who are "ordinary" people - a lot of them small businessmen - suffer greatly, or make it by with a spouse who can step up during session. These people are true heroes. However, because they are nearly impoverished by the process, it also creates a perverse incentive to corruption, and sadly, a few fall into that trap. The ones with the big money are not incentivized to be corrupt, but oddly enough, that still happens. Funny how that works.

Those folks are pretty much living in the capitol at this point. They are going 24/7. He may be drunk, but odds are he could be completely exhausted as well (I'm not defending him...I couldn't care less about him).

When I lived in Austin in the late 90's, my roommate and a bunch of our friends worked at the capitol. By April and May, I never saw any of them. There were times he would come home to basically just shower and change his clothes.

Yeah, there was a metric ton of drinking going on as well, but those folks working during late Spring of a session year were running on fumes by this point.

They could start by passing less legislation that needs to be "fixed" with legislation in the next session, which will need to be "fixed" again in the session after that.

I feel zero pity for legislatures when the vast majority of our problems stems from legislatures either doing their job poorly or abusing the system for their gain over ours.

Phelan should be removed from office if there is any truth to him being drunk while on the job.

Really? I've seen plenty on both sides enjoy their Johnny Walker. Its the American way and has been for a long time....for better or worse. Its like when the SBC was hosted in Dallas every year. 7-Eleven would have record beer sales.

So the question is....do politicians go into politics being okay with being supported by China, or is it a progression that just happens because their integrity doesn't hold? What I'm saying is that good people seem to get into these positions and then slowly, or not, migrate into the grift.
Not saying I buy into the China owns many politicians, just that the system is set up for self serving efforts to be perpetuated as long as the people feel their needs are being meet too.
