I'd be interested to see how many Dems run. Schiff and Porter have already declared, Lee is rumored to announce as well, and there could be more. California might put someone as vile as Schiff in the Senate to replace her. This is going to be a Pyrrhic victory (celebrating her retirement).
Katie Porter has already filed and Adam Schiff and Ro Khanna are expected to throw their hat in the ring. Last election Feinstein was up against Kevin de Leon, a nobody progressive lightweight. I would be very surprised to see Feinstein win here.

I'm not saying I have a lot of confidence in Biden's mental status at this point, but Feinstein is clearly at an advanced stage of cognitive decline. People with Alzheimer's disease maintain a superficial command of social graces until quite late in the process, but with pronounced "poverty of content" in addition to severe short memory loss. By all indications, that is where she is.
There should probably be a 25th Amendment kind of process for Senators and Representatives as well.
