The globalists have pushed to take over/co-opt cities as linchpins to whole nation-states for some time. It is logical that they have sought to do so, as their governments are generally centralized, prone to corruption, and easily pushed leftward.

The 'right' of migration is something the open society types of organizations (Aspen, Anendale, etc) have championed for years in the globalist cause celebre pantheon of grievances. The funding to push for this is not hard to track down over time, but does take some diligence. Sweden is far down that road.
