FWIW, this is the response to that tweet. Whether it's correct, I have no idea.

They are processing adjudicated ballots that could not be read by the machines. He is reading off the votes, she is entering them on new ballots then stamping them "replacement ballot". Next they will be machine read. Don't see a problem here.

If the ballot is damaged then it should not be processed....too much opportunity to not copy the ballot correctly.

Don't like it, then vote in person.

And yes I know that might not be the statute of the state.
