I am much more afraid of a targeted EMP attack than Rods of God. People should really read the One Second After series.

Popping an EMP over Moscow or Beijing would cripple them for years and years, but the human factor would also make them incredibly beholden to us or others in the world to help them back off the floor.

And virtually no direct casualties and radioactive fallout.

I have no information from any inside or knowledgeable sources. But I have stayed at a Holiday Inn and I have read up quite a bit recently on EMPs. China would fear this much more than Moscow and would fear exponentially more than any conventional nukes or rods.
