America could relatively easily set up a cartel decapitation operation. Build the packages - surge most of our bombing assets across the border for a single hit - leave the cartels in tatters. Then tell the Mexican president that the tables have turned and he is on the clock. Eliminate what's left of the cartels or he dies.

Perform mop up bombing as needed to include off-ing politicians who don't fall in line to the new order. If that doesn't work to get reformers into place - take a page out of the small wars manual and assign company grade officers to oversee each prominent politician / bureaucrat.
