The attack was on the road bridge. Half of it is cut and probably not going to be repaired for a long time. Rail line was just icing because of the parked train

Well Vindman's dumb strutting aside, in this case Moscow doesn't implicate us further and is not pointing at anything covert in the CIA sense. This is starting to look like what it most resembles--- a successful Ukrainian infiltration of a convoy.
