Spanish authorities lose half of their tax court cases. With those odds, she's going to play hardball until they reach some sort of settlement. She already turned down one settlement proposal. This new development seems to be the government response to put pressure on her. She already has the money in an escrow account.

My assumption was that no one pays taxes in Spain. The failed state will break up in Castille and Catalonia soon enough.
