The Texas Department of Banking regulates "Money Services Businesses", which includes currency exchange and money transmission services.

Does the guv or state leg have the power to cut off "money transmission" to Mexico or any other country?

Very true and I've no doubt Abbott et al take campaign money from them.

That being said, the Western Unions could help convince Mexico to lock down their borders and immediately deport economic migrants.

I don't know about stopping them, but I wonder if the state could tax them heavily.

But expect Mexico to lose its mind, as remittances represent about 4% of its GDP.

This is reality since 1980s. They more we enforce, they less options they have ro do seasonal round trips. Ramping up enforcement means once they get here, they stay, and bring whole family instead of sending money back home.

1) Make it illegal for people that are in the US illegally to send money outside of the US. Require proof of citizenship to transfer money to countries where we have a significant illegal alien problem.

2) Provide a "shelter" for sending money without proof of citizenship or a green card if you pay a 1% tax on the transfer.

3) Profit.

I would be totally OK if every other country in the world enacted this policy.
