Tucker Carlson is not an actual reporter. He runs an entertainment show and his takes sole purpose is to drive controversy because that is what sells or gets publicity. He's just a cleaned up version of Alex Jones.

Ukrainians aren't going to Russia voluntarily. They've been sent as part of forced deportations from Russian occupied areas/cities. They haven't been given a choice. Many stripped of identifying Ukrainian documents and issued Russian passports. Russia has done this to great success in past conflicts.

It could be civilians that were kill by Russians on their way out. It could be people who died in the fighting, and Ukraine is saying they were civilians that were executed. I highly doubt Ukraine would kill their own people just to claim Russia did it.
My guess is somewhere in the middle. I can believe that some non-combatant civilians were killed by the Russians, and I can also believe that Ukraine staged it with the bodies of combatants and claimed Russia is killing civilians.
We will never know for sure. Anybody telling the story has an agenda to push, and I expect them to do so.
