Every country on the world has biological research facilities. Russia has every virus and bacteria ever known to man it their labs. Hell them and us are the only ones with live smallpox. They've probably developed bio weapons that could wipe out the planet if they released them. Why would they need to go after labs in Ukraine?

Reality is NATO and the US have increased their influence closer and closer to Russia. Russia has stated they see that as an existential threat. Western world has ignored those comments. So here we are. Does it make Russia justified? Of course not but it can be true we have encroached and they reacted poorly without it being our fault or a conspiracy theory. And yes there are bio labs there. And it's possible some of the lab space developed bio weapons there.

They are still saying it's a conspiracy theory, which was coined by the CIA to obfuscate certain topics.

Ukraine is part of the former Soviet Union. The soviets did most of the world's research into potential biological weapons and their uses and development. That's pretty widely known now, so Ukraine probably retained some biological research facilities and residual expertise, for better or worse.

Ukraine also has a huge Agricultural industry in grain growth. They might just as well be researching grain, grain development, grain diseases and pests, etc.

Without specific details into the nature of research, the mere presence of a facility doesn't really mean much beyond a potential for sketchy research.
