The famine in Ukraine was a combination of Russia forcing them to ship all of their stores to the major cities and terrible agronomic minds forcing them to implement terrible practices. They never intentionally destroyed crops.

So the government took stored grain away. And then cut their yields to nothing by following the idiot Trofim Lysenko. China followed his same agronomic practices that led to their famine.

I am not reading the article, but I assume it may be talking about government subsidies to plant "cover crops" which is a crop planted between harvestable crops that is intended for some specific Agronomic benefit to the soil, environment, crop production system, etc. In the panhandle, cover crops are mainly used to prevent soil erosion on days like yesterday, but in parts of the country they are getting paid to use the crop to "trap" carbon because the plants fix carbon dioxide from the atmosphere into an organic form that becomes soil organic matter eventually. This is a long process despite many claims, but it is real. This is just more of the government paying farmers to do something the market should decide. Climate craziness.
