It's a prepared setup between the media and the administration to get confirmation bias supporting progressive propaganda out. The press wants to appear independent enough to maintain the plausible objectivity they've always crowed about but still play their role i getting out and supporting key narratives, because those narratives are what gets them their own power and influence. The deal is they get to play a role as an unofficially fourth branch of government.

I don't think they realize they are colluding, however, because of how highly ideological they are. They can't imagine they could be wrong or in error and that their progressive ideology might be deeply flawed, so they collectively carry out that which promotes the ideology with the belief that they are carrying out a virtuous greater good with their part of the process. The ideology broadly coordinates the narratives and they work somewhat dynamically underneath that umbrella in a concerted effort while believing that the media is independent of the administration.
