If the US Government needed a Constitutional Amendment to outlaw alcohol, why don't they need one to outlaw certain other types of drugs?

Agreed, but in this case, it is a question of how to interpret the law in question.

Bureaucracies will always interpret the laws in ways that enhance their authority and thus their necessity (bureaucracies exist to perpetuate themselves). But I don't think this is some egregious misreading of the law, but it is something the courts (assuming someone sues to challenge their interpretation) will need to sort out.
