Key word here is "proposed". Idiots propose idiotic legislation all the time and in every state. I doubt this gets any traction in the Oregon legislature, let alone passes.
That said, if any state could pass something so overwhelmingly stupid, it's Oregon.
This is an initiative petition and is not originating in the legislature. Activists are busy gathering signatures to get it on the 2022 ballot. Similar activity is taking place in Colorado.
The initiative in Colorado includes, among other things, making it unlawful to slaughter an animal before it lives at least 25% of its natural life. That's pretty sneaky since it almost sounds reasonable, at least to those who don't know how long livestock and poultry can live. This would pretty much eliminate livestock production in Colorado by making it cost prohibitive to feed animals for that length of time.
