Large corporations will never confront, engage or stop, because they raise prices and everyone that's honest pays for it. This will trickle down to small businesses when thieves believe they'll have the same leeway. It'll be up to small business owners taking out the trash to curb the rise in people thinking they're entitled to your inventory.
